Context of the role:
This role manages the contract management process to ensure delivery of healthcare that is high quality, better value for money and achieves the CCG and CSU wide objectives.
Successful delivery includes tight contract management for all contract services by ensuring robust systems for proactive contract performance monitoring that enable activity and clinical quality indicators to be specified, monitored, under-performance acted upon and future procurement decisions to be made.
You will contribute to the development of a consistent approach to contracting and provider performance; developing capability within the team; influencing behaviour across the organisation.

" Support the Contract Lead in developing the annual cycle of contract negotiation, agreement and mentoring in line with the CCG commissioning intentions and DH performance framework to ensure performance against targets and standards.
" Support agreement of affordable and realistic baselines with the providers, supporting communication between the providers and the CCGs.
" To assume budgetary and accounting responsibility for any over performance at the trust, ensuring the appropriate verification process has been satisfactorily completed before authorising for payment.

" Manages CCG performance and identifies early signs of in-year contract variations arising, agrees necessary actions to remedy issues and mitigate risk.
" Identifies service opportunities and proposes actions to be worked up with the Strategy Team to bring about further change and improvements.
" Holds providers to account for the delivery of performance metrics in the contract
" Attends CCG meetings to ensure that commissioning objectives with providers are met.
" Requirement to work flexibly across Pods (as and when the need arises) in situations not limited to absence cover, project work, covering maternity leave etc
Leadership and Engagement
" Manage good relationships with healthcare providers and CCG leads to improve contract performance.
" Liaises with other commissioners to ensure performance management and remedial actions are co-coordinated and appropriate actions are taken to address contractual and performance issues.
" Manages regular performance review meetings with Providers, ensuring performance reporting is relevant and timely, and remedial and reinforcing activity improves provider performance.
" Supports CCG leads to develop appropriate action plans with Providers
" Provides and maintains up to date knowledge of national policy relating to contracting for healthcare services
" Able to effectively lead and manage a team within a matrix structure, where there are multiple points of accountability. The CSU will be a fluid and evolving environment and it is expected managers are able to cope with ambiguity, work collaboratively in cross functional teams and manage multi interfaces
" The post holder is accountable as a senior manager for implementation of Standard Operating Procedures (SOPs) in the work of their teams, and for ensuring their staff are trained in using SOPs. In addition they are expected to champion the use of SOPs, include training in all induction programmes for new staff and development plans for existing staff, and contribute to the creation and maintenance of SOPs as required as part of the corporate SOP development process.
Education / Qualifications
Educated to degree level, or equivalent senior experience
o Up to date experience of performance and contract management models, frameworks and techniques
o Experience at a senior level of contracting and performance role within a complex customer focused operation
o Experience in developing and negotiating contracts >£50M
o Demonstrable evidence of ability to manage difficult and complex financial and stakeholder relationships
o Experience of writing high quality complex reports
o Excellent knowledge and understanding of current finance regime including payment by results (PbR) and financial governance.
o Detailed and specialist knowledge relating to commissioning and contracting practice
