Main Responsibilities
* Develop and secure the highest standards of achievement and inclusion for children and young people with SEN through effective casework within the policy and budget framework of the Council, ensuring a focus on preparing for adulthood from the earliest ages.
* Take responsibility for the preparation of information for parents, children, young people and schools, which provides the right information at the appropriate time, in a simple to use way, which engages partners in understanding what our responsibility is to children, families and schools.
* Manage and process statutory casework within legal and internal timelines
* EHC coordinators are all assigned to a specific caseload and the below outlines the specific casework undertaken. An EHC coordinator would only be expected to work on one area within their role: PRE-14 REVIEWS To proactively monitor a caseload of children and young people with EHC plans, which will include attending review meetings as appropriate, monitoring progress through review documentation, amending EHC plans in the light of reviews and acting on
* change or consideration of other changes to EHC plan provision.)
* POST-14 REVIEWS To proactively monitor a caseload of young people aged 14+ with EHC plans, which will include attending review meetings as appropriate, monitoring progress through review documentation, amending EHC plans in the light of reviews, ensuring a focus on preparation for adulthood. Proactively managing the cease process for young people with EHC plans that are no longer required.
* To work collaboratively with professionals across education, health and care services to ensure effective case management, integrated working practice and successful outcomes for children.
* To participate in resource decisions, taking the lead where appropriate, for example decision making processes relating to whether assessment or plans are written, or whether specialist provision is agreed, ensuring that resource decisions are in line with local authority policies, procedures and eligibility criteria. This could include chairing or attending panel meetings.
* To participate, as required, in a range of meetings with other professionals and parents/carers in relation to individual children with complex needs, including representing Children's Services at annual review, chairing reviews, attending and chairing multi-agency meetings as appropriate.
* Contribute to the development of policy, procedures and provision for children with SEN children's needs, which includes maintaining an up to date knowledge relating to SEN casework, changes to national legislation and departmental policies, and supporting induction/training and support to all team members.
* To input and maintain accurate and comprehensive database records as required, and participate in the Local Authority's systems for monitoring and quality assurance for children and young people known to the EHC assessment and review team.
* Line manager responsibility over the performance of team members to enable the successful delivery of work.
PERSON SPECIFICATION
Educated to a minimum of A level standard or equivalent
* Additional experience reflecting knowledge of SEND
* Previous experience of working within complex systems and processes, preferably in a children's services or education setting
* Previous experience of working with families or young people.
* Exceptional skill in building and maintaining relationships with a wide variety of stakeholders
* Knowledge of law and procedures governing statutory assessment including the Children and Families Act 2014, SEN Code of Practice 2014 and the Equalities Act 2010
* Excellent organisation skills including an ability to work unsupervised, systematically and an ability to manage constraints and conflicting demands and work to tight deadlines
* Excellent customer service skills using verbal and written communication methods
* Excellent IT skills including the ability to compile reports, analyse data and ensure the respective database is used to plan and monitor to meet statutory deadlines.
* For Post 14 roles specifically - Experience of working in a multi-agency environment and partnership working, particularly with Adult Social Care Services and Vocational Pathways.
