Newham Council is recruiting to a number of exciting new roles across our Building Safety Team, to inspect, manage and deliver building safety across the housing portfolio. The Building Safety Project Manager positions will operate across the Building Safety Team working on a range of specialist activities, such as the inspection of tall blocks to ensure the safety of cladding systems, compartmentation surveys, the identification of remediation works and also the preparation of Safety Case Files and Safety Case Reports to meet the requirements of the Building Safety Regulator.
The role requires the active management of building safety across the Council s
housing assets, particularly, in respect of high-rise blocks, ensuring buildings are safe, well maintained and improvements undertaken where required. The Building Safety Project Manager will provide a specialist operational function working to ensure the detailed technical inspection of buildings, the identification of remedial works where required and the instruction of fire engineers and other specialists as necessary to ensure that our buildings are safe. Supporting compliance with both statutory and non-statutory legislation, Building Regulations and the requirements of the Building Safety Bill.
Job Context
The post holder reports to a Building Safety manager.
1. The post holder does not have any line management responsibility.
2. The post holder will work as a member of the team responsible for building safety
across all the Council owned and managed housing assets.
3. The post holder will work collaboratively with all teams to deliver positive
outcomes and maintain resident safety.
4. The post holder will work across the Building safety team as directed to ensure the
most effective and efficient use of resources. The key areas of work currently
identified are building/block inspections and the preparation of Safety Case Files/
Reports in support of the changes as set out in the Building Safety Bill.
5. The post holder will work collaboratively with a range of internal and external
stakeholders to meet the Councils building safety objectives.
Key Tasks and Accountabilities:
Key tasks and accountabilities are intended to be a guide to the range and level of
work expected of the post holder. The final range of duties will be dependent upon the
allocated role within the team. This is not an exhaustive list of all tasks that may fall to
the post holder and employees will be expected to carry out such other reasonable
duties which may be required from time to time.
To undertake the following duties as listed below:
1. Managing the development of Building Safety Case Files and Building Safety
Case reports, including the application to the Building Safety Regulator for
Building Assessment Certificates.
2. To lead on the inspection of buildings in scope to ensure structural and fire safety.
Managing the cladding and block inspection process, EWS1 cladding inspections,
the requirements of the MHCLG consolidated guidance and industry good
practice.
3. To work with a range of stakeholders, including but not limited to, fire engineers,
consultant surveyors, residents, solicitors, leaseholders, housing staff and staff in
other council departments as necessary to deliver planned objectives to prove that
buildings are safe.
4. To prepare and issue reports on the requirements for building remediation,
working collaboratively with other teams to ensure that repairs/improvements are
expedited efficiently and residents are at all times fully updated.
5. Work closely with the Head of Building Safety, others within the Building Safety
team and the wider housing management team to develop and deliver effective
resident communications to demonstrate that buildings are safe.
6. Where required advise on the assessment, review and approval of prospective
construction methods, building materials and installation methods. Provide expert
technical advice on building safety related defect identification and remedies to
new and existing buildings.
7. Develop data recording systems to support the collection of key building
information to support both the effective technical inspection of buildings but also
the preparation of building Safety Case Files and Reports.
8. Work to deliver the golden thread of information for building safety working with
the development teams, building safety team members and the IT and data team
to develop new and innovative solutions to the collection, identification, recording
and management of building information.
9. Seek to exploit Building Information Modelling (BIM) techniques and tools to
ensure the effective management of existing buildings.
10. Maintain an expert understanding of statutory and regulatory building safety
requirements, building regulations and guidance.
11. Review existing building safety data, under take gap analysis and develop
appropriate action plans to support the requirements for full and complete building
information.
12. Review building safety data, ensuring that it is digital by default, reliable, accurate
and available. Make recommendations and develop action plans for data
requirements.
13. Lead collaborative cross departmental working groups to deliver the teams
building safety objectives.
14. Promote collaborative working across the department and the Building Safety
Team to support the objective of maintaining high-quality safe homes for
residents.
15. Provide technical expertise and support by training, facilitation and tools to
promote continuous improvement efforts across all departments as well as with
customers, residents and trade partners/suppliers, ensuring best practice.
16. Work with the wider housing and resident liaison team to develop and implement
effective systems of communication with residents and develop and deliver
appropriate safety information for each building in scope.
17. Align building quality standards with health and safety requirements.
18. Monitor quality related activities and performance by gathering relevant data and
providing updates and statistics to the Head of Building Safety.
19. Draft, develop and prepare reports, as required, for the Head of Building Safety on
all matters relating to building safety and the work of the team.
20. Monitor the progress and effectiveness of the project quality management system
and ensure project teams are aware of the Councils quality and building safety
requirements.
