We are working with an NHS organisation who are seeking to appoint an Interim Procurement Lead for Professional Services.
The role will be based in London and will have hybrid working available. Starting ASAP for 3 to 6 months initial duration with an expectation of extension and will be remunerated at Band 8c/8d depending upon experience.
Experience managing, leading and delivering procurement across professional services categories is essential as is NHS expertise and public sector procurement.
Key Responsibilities include:
The post holder will lead the provision of an efficient, effective and high quality procurement service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation;
Act as a key strategic link/lead for customer interface for the Professional Services category;
Work collaboratively to positively influence shareholder organisations and embed cultural change so that the organisation's objectives are delivered;
Engage and operate effectively at senior stakeholder level;
Maintain a network of relevant public and private sector contacts;
Show an understanding of NHS, wider public procurement and commercial world;
Project manage complex procurement activities from initial planning to contract award;
Assure and advise on practical application of public sector procurement guidelines and process, legislation and contract law;
Develop contractual documentation for invitations to tender, ensuring appropriate legislation and that the appropriate terms and conditions are cross referenced;~
Possess excellent negotiation and engagement skills with internal stakeholders, external suppliers;
Generate solutions to complex problems. Resolve queries and complaints;
Prepare documents and writing minutes, reports and presentations to stakeholders;
Utilise risk management approaches to monitor risks and issues with specific procurement areas;
Continuously monitor and manage performance against programme targets to enable systematic reporting to the executive teams and stakeholders.
The ideal candidate will have:
Educated to masters level or equivalent level of experience of working at a senior level in specialist area;
Subject matter expertise across a number of key areas relating to Professional Services category;
Demonstrable senior management experience;
Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals;
Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes.
Demonstrate substantial senior level experience in a complex programme management, procurement and supply chain environment;
Possess knowledge of procurement strategy achieved through qualifications (CIPS/ Masters Level management course) and/or industry experience;
Have experience in the utilisation of e-commerce tools to facilitate tender and commercial processes;
Have excellent knowledge of contract and financial management and rigorous financial and operational management information systems which underpin procurement value for money;
Evidence a record of achievement in securing substantial value for money from procurement from any sector;
An appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.
