0. ORGANISATIONAL OVERVIEW
0.1 Transport for London (TfL)
TfL was created in 2000 as the integrated body responsible for London’s transport system. TfL is a functional body of the Greater London Authority. Its primary role is to implement the Mayor of London’s Transport Strategy and manage transport services to, from and within London.
TfL manages London’s buses, the Tube network, Docklands Light Railway, Overground and Trams. TfL also runs Santander Cycles, London River Services, Victoria Coach Station, the Emirates Air Line and London Transport Museum. As well as controlling a 580km network of main roads and the city’s 6,000 traffic lights, TfL also regulates London’s taxis and private hire vehicles and the Congestion Charge scheme.

0.2 Business Unit
TfL Engineering provides specialist engineering support, advice and technical assurance to all parts of the TfL network. This service is specifically related to the Pan-TfL In-Station Retail programme.

1.INTRODUCTION
1.1 Background
The TfL Engineering and Asset Strategy directorate was created in 2018 and is a matrixed organisation made up of circa 1,500 people, accountable for delivering engineering outcomes, the technical side of the 25-year asset plan and standardising our pan-TfL asset strategy approach. We combine a whole-life asset view with technical engineering skills to define long-term custodianship of our assets.
To fulfil TfL’s engineering delivery needs, an Engineer will be deployed from the professional service function into a delivery / assignment role based on the professional accreditation, knowledge, skills, and experience of the Engineer, in addition to their technical authority.
Currently there is a shortage of internal engineering resource that is available to be deployed on to assignments to meet the current delivery demand. Therefore, in order to maintain productivity and ensure delivery of the required engineering outcomes to support the business, TfL are utilising our supply chain to deliver packages of work.
1.2 Delivery Assignment Background
TfL In-Station Retail is a Pan-TfL programme to generate secondary revenue. The programme scope is to create and manage c. 800 retail units across the TfL estate, which includes:
i) the provision of Engineering technical expertise / support for Landlord works & to New & Existing tenants , e.g. tenant fitout/ alterations and end of lease refurbishments, including Landlord works and Non Compliances.
ii) Installation of new units and renewal & upgrade to existing retail units that are normally vacant , but in some insistences may still be occupied to a technically compliant and marketable standard,
iii) provision of Engineering oversight of said works , assurance & acceptance of any and all upgraded units , units delivered by the ISR project / other parties within in TfL
iv) To Support the delivery of all the retail development opportunities including but not limited to :- (_New Space_) pipeline of new retail spaces across TfL and enabling them with technical support & guidance to be taken t forward to fit-out , completion and occupation & letting - with an aspiration of getting units let by completion.

2. SCOPE
2.1 General Requirement / Objectives
This service is to discharge the duties of TFL via the Project Engineer assigned to / for the projects across all modes, including the LUL, DLR, London Overground, Buses or RfL modes, reporting to the ISR Engineering Manager and working directly with the respective Project Manager as an integrated part of TfL ISR delivery / Engineering. The Project Engineer will support the Landlord works , New Space& tenant fit out project(s) covering DLR, London Overground, London Buses and, Rail for London and London Underground, by offering specialist technical and planning expertise throughout the project life cycle, and to ensure delivery is integrated and technically assured to the required standards as specified by TFL & the relevant legislation .
3. SERVICE PROVISION
3.1 Service Outcomes
Key outcomes of the service provision will include:
• Producing scopes of work covering all stages of the works, including surveys, conceptual & final design, installation and construction & testing stages.
• Leading and co-ordinating engineering activities ensuring they are planned & integrated correctly.
• Producing the relevant project documentation to ensure compliance with both the TFL & relevant legislation and management systems e.g. through Pathway gates 2 to 5, TfL Standards, TfL Pathway or franchisee assurance gates; seeking the relevant review/ endorsement from the respective technical authority/ discipline.
• Establishing, producing and collating progress reporting, including highlighting any problems and outlining proposed mitigation for these.
• Supporting the project(s) in providing technical expertise and ensuring that relevant project information is communicated effectively (e.g. design and materials information).
• Championing communication and collaboration amongst the design engineers and key technical stakeholders to ensure design risk is managed and the best solution identified.
• Ensuring that the relevant technical standards are being applied through critical examination of contractors’ (and/ or tenants’) design submissions throughout the project lifecycle.
• Ensuring contractors’ (and/ or tenants’) compliance with applicable standards, specifications, and procedures.
• Providing leadership and guidance on Safety and Environmental issues in scoping and planning project works.
• Attend site when required & where appropriate.
• Maintaining close liaison with all the _sponsor_ to ensure clarity of scope, production of and updates to programme and budget and accurate progress reporting.
• Apply LEAN principles to project delivery.

3.1 Relevant Standards
The PE - NPL /Consultant is to ensure that relevant TFL , Rail & building and construction standards in the provision of services are met by the proposed resources.
The PE - NPL / Consultant is to provide a proposal for how the service objectives will be delivered, considering skills, knowledge and experience necessary.
CVs for all proposed resources are to be provided to TfL, who will advise if they are provisionally acceptable. Final acceptance or otherwise will be advised by TfL following a short interview with them.

4. SERVICE LEVEL AGREEMENTS (SLAS)/KEY PERFORMANCE INDICATORS (KPIS)

The consultant will be working on a 7 or 8 hr day for up to 6 days per week (minimum 5 days, but actual number per week agreed in advance with TfL and as required by delivery programmes), on a secondment basis.
Work days with be agreed with the Engineering manager Michael Robinson and will be working at TfL central London offices, but may also involve Working from Home in line with TfL COVID and hybrid working policies.
TfL will supply access to all necessary software and data licences required to complete the work.
We expect the supplier to equip their staff for working; when working in the office the Contractor will have access to use a desktop PC as per all other staff. It is expected that the contractor will have a mobile device, mobile phone.. No special equipment is required for the role.
It is expected that the supplier provides any training their employee requires, unless it is TfL specific, in which case TfL will provide.
Proposed individuals should be available to start immediately upon contract commencement.

The period of service provision will be for X months with provision to extend for a further 6 months at Authority’s discretion. If required by TfL, the contract can terminate sooner.
