We are seeking an experienced Homeless Review Officer to lead and manage the statutory housing review process under Part 7, Section 202 of the Housing Act 1996 (as amended) and, where required, Part 6 (housing allocation decisions). You will play a critical role in ensuring that decisions made by the Housing Advice and Options Service are legally sound, robust, and defensible, while delivering an efficient and customer-focused service.

Key Responsibilities
·Lead and manage the statutory homelessness review process, ensuring all cases are completed within legal timescales.
·Review decisions on homelessness applications, suitability of accommodation, and housing allocations, ensuring compliance with legislation and best practice.
·Manage a personal caseload of complex and high-profile review cases, carrying out detailed investigations and providing legally sound written determinations.
·Ensure all decisions are robust, defensible, and legally compliant, providing expert oversight and quality assurance.
·Keep up to date with housing legislation, case law, and policy changes, advising on their impact on homelessness and housing allocation decisions.
·Liaise with legal representatives, advocacy groups, housing providers, and other agencies to ensure a transparent and fair review process.
·Provide clear and well-reasoned written decisions that effectively communicate complex legal arguments to applicants.
·Offer guidance and feedback to housing officers and decision-makers to improve decision quality and prevent legal challenges.
About You
·Proven experience in homelessness and housing reviews under Part 7, Section 202 of the Housing Act 1996.
·Strong understanding of housing law, case law, local authority duties, and statutory guidance.
·Experience managing complex casework and legal challenges in a local authority or housing sector setting.
·Knowledge of judicial review processes and how to ensure defensible decision-making.
·Excellent legal analysis and decision-writing skills, with the ability to produce clear and well-reasoned determinations.
·Strong attention to detail and ability to interpret legislation and case law accurately.
·Ability to manage a high-volume caseload while meeting strict statutory deadlines.
·Strong communication and stakeholder engagement skills, including the ability to explain legal decisions to applicants.
