Senior Business Analyst

Brief Description
The role will also take on a 'Scrum Master' approach to support the BA
Team leader not only in galvanising the BA team, but work with the
Project Managers, Product Owners, Development and Testing teams to build
a common process for developing the new DNA solution.
The role holder should also analyse problems and solutions throughout the
lifecycle of the project, managing the client, dealing with change and
providing clarity for the technical team
The DNA solution is being delivered in 2019 and as well as maintaining
current capabilities and functionalities to users, the solution will
deliver full, end-to-end automation for routine transactions, ensuring a
more responsive service and delivering business efficiency. Included in
this is the enablement of an enhanced searching and reporting capability.
This strategic solution will also improve resilience of the platform in
addition to future-proofing the solution. It will provide a flexibility
that supports customer process change, with a data model and components
that are customisable.
Milestone – Dec 19
1. Strategic DNA New Database R1.0 (MVP) – 1st Release of the new
replacement DNA Database including some enhanced automation and
international data sharing
Travel
Occasional travel to Metro Point (5-10%)

Key tasks and deliverables
Requirements Elicitation:
• Facilitate business / supplier engagement to articulate relevant
business requirements;
• Accurately analyse and document business requirements in a format that
will clearly define their type (functional or non functional, User
Stories and Acceptance criteria), according to defined standards
 Review / assure detailed functional and technical specifications to
ensure that business requirements have been effectively translated.
 Assure the suitability of the IT provided solutions in meeting the
business requirements and Home Office Strategy
 Support the Business as necessary for the derivation of options and
supporting recommendations (incorporating both process and IT change) to
meet the business requirements.
Stakeholder Management:
 Build deep understanding of business function being automated, from
both a policy and business process perspective.
 Using appropriate methodologies, accurately identify relevant
stakeholders and their current interest in the project;
 Continue to effectively monitor and manage communications between
stakeholders throughout the project lifecycle, identifying changes and
notifying them appropriately;
 Work closely with Product Managers and project colleagues, ensuring
that their perspectives are understood and work planned accordingly
Business Process Modelling (BPM)
• Baseline “As Is” processes and design potential “To Be” processes using
the appropriate BPM methods and tools. Also ensure that legislation,
policy and written guidance are clearly linked;
 Perform and facilitate analysis of “As Is” and “To Be” BPM to establish
gaps in processes and identify, and link, appropriate Business
requirements;
 Provide effective and appropriate guidance / training to functional
process teams and the wider business.
Business Change and Readiness
 Support the customer, throughout the project lifecycle, to effectively
plan for the changes which are to be implemented;
 Produce effective Business Readiness Plans highlighting IT deployment,
data migration, capability deployment (training and engagement
activities), user guidance and any wider business change activities
required to integrate new processes or jobs into the "business as usual"
environment and to successfully deliver the overall change package
 Effectively determine the readiness levels of business users, with
regard to the above upcoming changes, producing appropriate action plans
to close gaps prior to go-live;
Testing
 Assist the testing function in ensuring all non-infrastructure related
IT projects are tested based on the l requirements;
 Effectively perform quality control activities around testing;
 Define the functional specifications if not carried out by the
supplier;
• Engage with the business during user acceptance testing to ensure that
the final service meets the requirements of the business, providing
challenge where reported defects reflect changes in requirements rather
than being functional defects
ESSENTIAL
1. Expert understanding of the BA role in a range of methodologies,
including under Agile principles and Waterfall
2. Knowledge and understanding of (or ability to build) business
functions within the Home Office, both from a policy and business process
perspective.
3. Good understanding of the government’s digital and technology
transformation agenda and why the government is changing the way it does
digital and technological projects.
4. Strong ability to work in multi-disciplinary teams with an
understanding of colleagues’ needs of BA deliverables.
5. Ability to engage and work with development teams to understand the
technical solution and adherence to requirements
6. Strong stakeholder skills and the ability to communicate technical
concepts to non-technical people
DESIRABLE
1. Good knowledge of government procurement rules and their context, for
example disaggregation
2. Familiar with a range of digital and web services and solutions,
ideally where open source and cloud technologies have applied agile
development methodologies.
