My Client, an NHS Trust based in the East Midlands are currently looking for an interim Capital Projects Officer for an initial 3 month contract with the potential to extend or become a substantive member of staff. The Capital Projects Officer is a key member of the Capital Projects Team and is responsible for supporting the Head of Capital Projects – Capital Projects in the varied aspects of the role, particularly concerning:- * Act as a scheme manager to design and manage multi-disciplinary construction/building services procurement projects for the Trust, including where appropriate those elements outside the core skills of the role. * Support and advice on the PFI contract on matters relating to all aspects of construction, electrical & mechanical services as appropriate. * To lead on and undertake defined schemes both within and outside of the PFI contract directed by the Head of Capital Projects – Capital Projects. * Provide specialist knowledge within the department for reference across all projects and the Trust’s estate. * To totally design, implement and project manage schemes from inception through to completion. This will include all aspects of the project such as all building services, data, telephones and building work, inclusive of decoration, flooring and the procurement of furniture & fitments as appropriate. Where schemes are of significant complexity or contain large quantities of work outside the core skills, additional specialist support will be allocated from within the team or provided through external advisors appointed for specific projects. * To carry out ‘value for money’ exercises and technical appraisals on projects and proposals from third parties for individual schemes and hospital developments. * Select, employ and manage external consultant design teams including briefing and monitoring performance. * Develop and present whole project business cases including clinical aspects and revenue and capital finance requirements. The ideal candidate will have; * Professional qualification, degree or equivalent knowledge or experience in construction or building services. * Project management experience within building or building services environment. * Knowledge of Building Regulations, DDA, Capital Investment Manual, Estatecode, Concode, CDM Regulations etc. * Knowledge and understanding of purchasing procedures, SFI’s and contract procedures including JCT Contracts.
