Please Note: * This is a 5 month contract Purpose: * To provide a design service to assist with the delivery of the LTP Highways Capital Programme and other capital projects * To provide technical advice and support on all aspects of highway design, management and maintenance. Duties: * Managing and motivating a team of staff delivering projects of varying sizes and programming of work on time and budget, working within all necessary legal and statutory requirements * Coordinating the planning, organisation and implementation of projects and programmes of work * Liaising with internal/external bodies/organisations in developing services/projects. Person Specification: * Considerable experience in the management and motivation of staff * Substantial experience in the design and contract management of highways schemes including computer aided design in particular Bentley MX * Experience of contract document preparation for Highways works to Highways England Standards * Ability to control and manage resources and budgets * Managing a range of projects, some of which may be politically sensitive * Communicating with the public, elected members, developers and others * Preparing and presenting reports and information to senior management * Experience in managing the highways design part of the LTP Capital programme and other capital schemes * Experience of the construction approval process for Section 278 schemes * Experience in design and specification of highway drainage schemes, including use of computer aided drainage design systems * Technical, analytical and practical problem solving relative to highways design * Knowledge of the design and construction of a wide variety of highways schemes * Knowledge of NEC/ECC conditions of Contract, Highways England (DMRB etc) Specifications and Method of Measurement * Ability to prioritise workload and working to deadlines on a number of diverse projects * Ability to develop business plans to meet strategic targets and objectives * Knowledge of effective health and safety procedures and CDM legislation * Experience of working under a Quality management system * Uses effective communication, counselling, coaching and mentoring to improve team performance * Lead on the development of standards, policies and procedures * Review and improve service processes to ensure best value, including setting and monitoring meaningful objectives * Member of the Institution of Civil Engineers or substantial experience in Local Authority highways schemes of all types Disclaimer: By applying for this role, you give consent for your information to be forwarded to our Client(s) and information of which may be retained within our databases

What the job is for: As the successful applicant you will be responsible for: ·Managing and motivating a team of Project Engineers and Technicians ·Formulate project programmes and liaison and co-ordination of stake holders to deliver project to time scale and budget. ·Ensuring your own budget is effectively managed and controlled ·Providing technical support and direction where required ·Liaison with stakeholders both internal and external to overcome any issues that may arise ·Appraise financial implications of schemes on overall budget with direction of line manager. You will provide a comprehensive range of services from feasibility / desk studies, through site investigations and geotechnical design, specification and procurement to advice during construction and preparation of verification and validation reporting.
